One simple metric that is often ignored and is a good indicator in determining health of an IT organization is measuring number of days or months upstream (pre-production) systems application stacks in are behind the production systems. It also shows how much cooperation exists amongst your teams. One would be surprised to see how much technical debt is built as a result of not maintaining and synchronizing these assets. Simply start by your prioritized applications by importance, risk, and any other criteria you choose and rank them. Here is a sample template for you to use (applications are just examples!) but look at ALL components and artifacts:
